Future Opportunities
Phase II of the Town Run Linear Park (TRLP) is planned to begin at the north side of East Pall Mall Street on the east side of Town Run. Similar to the upland portions of the Shawnee Springs Preserve, this section is primarily wooded and interspersed with limestone outcroppings. The bulk of the property is a single parcel bordered by the west side of Town Run and the rear of homes fronting the east side of Kent Street. This area demonstrates the many benefits of Urban Tree Canopy, including lowering the urban heat island effect, providing shade for Town Run, and filtering pollutants from the air — along with creating a pleasant natural setting in the heart of the city. It will cross to the west side and travel through approximately six acres of mostly forested urban green space to the eastern end of Cecil Street. A 2.7-acre strip of land is being acquired by the City of Winchester from the local Moose Lodge to protect the area and provide a corridor for the Phase II trail.
The city owns a small strip of land on the south side of Cecil Street where a neighborhood pocket park was once planned. The area will eventually serve as a trail head for the entire TRLP project. Like the Phase I section, it will be a 10-foot-wide separated multi-use trail. This proposed section will also back up to the former home of local country music legend Patsy Cline where a museum and outdoor amphitheater are planned.
